Abstract

This research examines the role of sidewalks as public pedestrian facilities that are frequently misused by sidewalk vendors as business locations, leading to social issues for pedestrians and drivers of land vehicles. This research aims to investigate how the implementation of policies related to sidewalk functions addresses the community's need for pedestrians or serves as a cultural aspect for traders, as the government's construction of public sidewalk facilities is intended to maintain the safety and comfort of pedestrians. This theory refers to the policy implementation theory developed by Van Meter and Van Horn as an analytical guideline in this research. The research method employs a qualitative approach, utilizing a field study method that involves observation, interviews, and documentation. The results of this study indicate that the implementation of policies related to the function of sidewalks is still not practical, even though the local government has carried out curbing, it is still seen that many pedestrians are denied the right to walk on the shoulder of the highway due to the large number of street vendors who still sell on the sidewalk as a place of trade.
